Service description Integrated social planning

On 16.09.2015, the county council of the Landkreis Börde adopted social planning for the first time for the planning period 2016. This social planning was updated in each of the years 2016, 2017, 2019 and 2021. The current fourth update was adopted by the county council in its meeting on December 1, 2021 and applies to the planning period 2022/2023.

Overall, the developments in the following eight fields of action were considered:

3. Labor and employment
4. Health and care
5. Participation
6. Integration
7. Education and upbringing
8. Social consulting landscape

The mission statement of the Landkreis Börde adopted by the county council on 14.02.2018 forms the basis for both the integrated district development concept of the Landkreis  Börde and the integrated social planning. The mission statement defines the future content-related focal points and values of the district and, derived from these, the strategic goals and their implementation. Operational goals were derived from these strategic goals in the context of the preparation of the integrated district development concept and laid down in it. The mission statement, integrated district development concept and integrated social planning thus form the basis for the strategic orientation and operational goals of the Landkreis Börde.

Social planning is also a steering support for social management, which is to include municipal fields of action. Demographic change and the increasing proportion of people over 65 in the population, as well as the associated increase in the need for assistance, the decline in the working-age population, the shortage of skilled workers, the insufficient financial resources of many municipalities and the Landkreis Börde present them with major challenges.

Social planning can make a significant contribution to overcoming these challenges by

• analyzing the social situation of the county's population and providing this information to the members of the county council for their decisions,
• developing more effective measures and instruments that counteract the development of poverty, restriction of participation opportunities, isolation and polarization processes and improve the situation of the population,
• the financial scope of action of the district is improved through forward-looking and planning, especially preventive action,
• necessary structural changes and adjustments are initiated at an early stage,
• social offers and services unfold their desired effect.
