Official guardianship

The person entrusted with guardianship plays a major role in the process of a child's personality development and is an important constant in the lives of children and adolescents. He/she has to personally promote the upbringing and care of the child. The representation of the child's interests is carried out impartially and independently of the opinion of the parents or other parties involved. The guardian is obliged exclusively to the welfare of the child or adolescent. This also applies if he or she is an official guardian of the youth welfare office. The guardian's own duties are to be represented independently of the organizational interests of the authority.

The best interests of the child and the individual needs of the child are the yardstick for all steps taken by the guardian. Therefore, regular personal contact with the child or ward, but also with their caregivers such as doctors, teachers or educators, is particularly important. The person entrusted with guardianship has the right and the duty to convince themselves at any time of the living situation and the state of health of the ward.

The tasks also include ensuring health insurance coverage and medical care, applying for help with upbringing, and caring for the ward's physical well-being. The persons entrusted with guardianship also decide on education and financial matters such as asset provision, pension entitlements and maintenance.

The official guardianship provides the child with the framework for his or her developmental conditions. Respectful handling of the UN Convention on the Rights of the Child is binding for all guardians. The representation of the child's interests, the best interests of the child as well as basic needs of the children are to be ensured.

The duties of the guardian are divided as follows:

  • Exercise of parental care (care of persons and property) of the tasks assigned under SGB VIII.
    • Personal care: Determination of residence, regulation of contact, ensuring subsistence and insurance coverage, assertion of maintenance claims, ensuring care and education, clarification of status and name issues, ensuring health care and schooling and vocational training.
    • Asset management: examination, assertion and settlement of inheritance claims, including decisions on inheritance and estate insolvency; compilation of a list of assets; investment of the ward's assets (gilt-edged); management of developed/undeveloped real estate; assertion of claims for damages.
  • Advice and support for guardians and custodians within the framework of § 53 SGB VIII, who have been appointed as guardians or custodians by the court
  • Cooperation with third parties such as parents, family court, social services, economic youth welfare, adoption agency, foster parents, staff of youth welfare institutions, kindergartens, teachers, trainers

Foster Child Service

The term foster child service refers to the placement of children, adolescents and young adults in a foster family. If children and adolescents cannot live with their parents temporarily or for a longer period of time for various reasons, foster families offer a safe place to live with stable structures. Young children in particular depend on reliable and continuous caregivers who look after the child's individual needs.

Foster parents are prepared for life with a foster child and are accompanied and supported throughout the foster relationship by specialists from the foster child service. In addition to accompanying the foster families, counseling and support for the family of origin is of particular importance. This is done by the General Social Service of the Börde County in order to reduce role conflicts. The aim is to ensure that the children can either return to an improved family and upbringing situation or that the parents and children can cope as well as possible if the child lives permanently in a different place.

 

Adoption agency (in cooperation with the LK Harz)

When adopting a child, information, advice and support are essential. A decision should be made well prepared, because an adoption changes the lives of all involved forever. The adoption agency of the LK Harz advises and informs about the possibilities as well as the general conditions of adoption. It determines the suitability, mediates and accompanies in the connection. According to § 2 para. 1 sentence 1 AdVermiG, adoption mediation is a mandatory task of the youth welfare office and the state youth welfare office.

Early help

The first years of life are particularly important for a child's development. During this time, parents-to-be and young families face special challenges, despite all the joy of having a baby. This is where the early support services come in as important support services for all parents. The Youth Welfare Office develops and coordinates the services and informs young families about the available options.

The support services offered by Early Intervention are geared to the needs of families. For example, longer-term support from a specially trained family midwife can be the right help. The midwife supports parents in building a good relationship with their baby and in enabling the baby to grow up healthily.

Furthermore, the following tasks are the responsibility of early help:

  • Advice and training of institutions and actors with regard to the prevention of and dealing with threats to the well-being of children.
  • Psychosocial and medical care of (expectant) mothers and fathers as well as other primary caregivers and their infants, development and maintenance of a parent-child relationship.

Supervision and advice for day care centers for children

The Youth Welfare Office has overall planning responsibility for day care centers. This task is carried out by the pedagogical expert advice and responsible expert supervision of these facilities. In doing so, it must be ensured that a quantitatively sufficient and high-quality supply of childcare places is available in the district.

Consultation within the framework of the state supervision of day care facilities and day care centers according to § 20 KiFöG LSA takes place through the regular examination of compliance with legal requirements according to the Social Code VIII and the Child Promotion Act of Saxony - Anhalt.

The tasks of professional supervision and consultation are divided as follows:

  • the granting and modification of the operating permit
  • the guarantee of a sufficient number of suitable pedagogical specialists
  • advising on new construction and renovation of day care facilities for children
  • consulting on all pedagogical contents and on the pedagogical conception
  • cooperation in the performance of duties to protect the welfare of the child
  • consulting for parents and parent trustees:
  • in case of problems in the day care center
  • on questions concerning the legal requirements
  • on the legal entitlement to a childcare place

Open child and youth work

The structures and offers of open child and youth work in the district and its communities are planned, designed and controlled here. Furthermore, a variety of services are provided for prevention and compliance with child protection.

In addition to providing financial support for personnel, mobility and project costs, the team also provides content-related advice on the implementation of projects. The team supports with professional-contentual and administrative-technical advice and accompaniment of the measures of the funded professionals.

The promotion of independent child and youth welfare services is carried out in accordance with §§ 11 - 14 in conjunction with 74 SGB VIII, and school social work is also located here. This is organized in close cooperation with the regional network office of the AWO in the Börde district.

Partnership for Democracy in Börde County through the federal program "Live Democracy

The Partnership for Democracy Börde County (PfD) is a network and offer that serves the promotion of democracy, participation and engagement in the Börde County. The PfD provides know-how and funding, networks actors, advises and supports citizens, municipalities and institutions.

  • More democratic citizen participation or child and youth participation,
  • Revitalizing civic engagement and the engagement landscape,
  • Preventing and preventing discrimination and exclusion of certain people or groups of people,
  • Dealing with agitation, violence and threatening situations

The Börde County Youth Council is the official body of the county for the participation of young people in local political issues and decision-making processes. Its members are accompanied and supported by the Partnership for Democracy Börde County.

Juvenile court assistance

The specialists of the youth court assistance accompany delinquent young people before, during and after the court proceedings. They are independent of the juvenile court and rely on voluntary cooperation with the young person. They mediate between the young person, his or her parents, the public prosecutor's office, the court and other parties involved. They support the young person in leading a self-reliant and community-oriented life. They work to ensure that the focus of the court proceedings is not on punishment, but on appropriate and supportive assistance or measures. These help to ensure that the adolescents or young adults understand their misconduct and do not repeat it. To this end, they suggest, for example, a victim-offender mediation or arrange social training courses. In the event of imprisonment, they maintain contact and provide assistance for "life afterwards".

The main tasks are to counsel and support delinquent young people before or instead of a court hearing (diversion), and to mediate, monitor and control conditions and directives.
